Philippines Cyber Sex Shops Crack Down

Manila, Philippines — The Marikina City government is organizing a special team to monitor and visit all Internet shops, particularly those located near schools, to regulate their operations and put an end to the proliferation of online prostitution and cyber sex crimes and to check on students engaged in cyber games during their school period.

Mayor Marides Fernando also expressed support to the proposal of District 1 Rep. Marcy Teodoro to increase the fine imposed on all internet shop owners who are allegedly involved in showing on-line prostitutions and cyber sex crimes.

“The city government is ready to provide owners and operators of Internet shops copies of software that would block pornographic sites. Anyone could request for a copy,” said Fernando.

Teodoro earlier proposed to Philippine Congress the increase of the fine imposed on all Internet shops involved in showing online prostitution and cyber sex crimes. The proposed fine will be not less than Php 250,000 but not more than Php 500,000 or ten years of imprisonment for the violator.

At present, Republic Act 9208, otherwise known as the Human Trafficking Act, does not cover crimes involving child pornography and prostitution on the Web.

Fernando admitted that it may be difficult to regulate online shops involved in cyber sex crimes and prostitution.

The mayor added, however, that the through City Ordinance 044, Series of 2006, which regulates the establishment and operation of Internet shops and bans pornographic websites in city-based Internet cafés, they are able to monitor internet shops instantly.
